[BUG?] - Soviet&NASA screens lacking observatory

Not sure if this is a bug or if its by design, but the GSA has an observatory building placeholder in its creen, while the Soviet&NASA ones do not. Is the observatory building being dropped from the game?

I'll transmit your feedback to the Lead Developper, but I don't think that the observatory is dropped from the game. :wink:
