[SUGGESTION] - Clear info on the penalty severity

Its something I noticed while working out the Voskhod bug. The advisor mentions taht tehre is a penalty for unfinished goals, but does not mention the severity of the specific penalty.

For example the one for skipping Voskhod suborbital was just 5%. As a player, I was unaware that the penalty is so low. I think there should be at least a vague description: "The penalty is insignificant/small/substantial/punishing/near-impossible" etc.
