On the other hand, I remember types of heroes in PGII which I wouldn´t want to see in PC:
- scout, which gave recon move to regular units, which was a game breaker on a fighter plane
- weather specialist, which allowed airplanes to attack during snowy weather
These are good suggestions and would be a great addition to the hero pool. I certainly would love to see the hero pool widened with more types of heroes, like the more specialist ones you suggested, than the general attack/defense/initiative heroes we have now.
But you are right! There should be some restriction what type of hero can be added to certain unit types to avoid OP situations.
In my various GC playthroughs the stacking of +1 range arty heroes on already range 3 artillery caused the biggest imbalance to the game for me. Range 4 arty is to OP, although range 3 rocket artillery is quite a crowd-pleaser too. In my second playthrough of '42 I already had 2 or 3(definitely 3 later) at Sevastopol. That allowed me to hit otherwise out of range rear guard AA, and then bring my full airforce to bear with little or no losses. At Sevastopol, Stalingrad and the breakout later this was a significant advantage.
In my current game I got a +1 movement hero on 88 during the late stages of GC '40. This was very OP too until '42. During the last battle of GC '41 (The pocket battle), I went nuts with it, and could only be stopped by the mass spamming of KV-1 (C) later by the AI. It was also the first time for me I manged to completely wipe off the AI of that map with very little losses on anything higher than general diff.
