Interpreting the army list - Rise of Rome

On page 43 for Later Seleucid at the bottom of the Core Troops there is a listing for Archers - LF, Archers - MF and Slingers - LF. The total bases are listed as 0-16, 0-16 & 0-16 respectively. There is an overall total of 6-24.

Does this mean that for each of the three types there can be 0-16 bases and there has to be at least 6 bases and no more than 24 for all 3 combined?

It means that you must choose to have 6 and no more than 24 bases of these three types.

You can have no more than 16 or any one type.
