Single Scenario Deployment of Purchased Units

I am trying to learn the scenario editor and one road block I have hit is getting units purchased on the map.

When I play a single scenario I have made...
...I have slots available, I have prestige available, but when I purchase units, I don't see them nor can I place them!

In the design, what do I need to do to allow a player to purchase and place units during the scenario?

You need a flag in a city.

I do, but it still won't let me place purchased units... Is there anything else I need besides a Flag, Available Prestige and Available Slots?

It has to be a flag of the country in which you are trying to place a unit.

Otherwise a conquered city need to be held for two turns.
