It is possible. You need additional tanks however. Disband your useless recon unit a some of your starting infantry units and buy KV-1s insead. Prestige never was an issue in Allied General. The rest is relatively easy.

will the SC campaign start in Manchjuria, Finland, Poland or in USSR itself?

In historical logic Soviet campaign should start in Manchjuria, because formally WWII for USSR started there. But first really big war campaign took part in Finland... so... Soviet part of WWII is very-very variable thing...
