why aren't Iraqi partisans in supply?

Hi - the manual says that paratroops and partisans are always in supply - so why aren't the Iraqi partisans in supply? Is the manual wrong?

The manual also doesn't say that German troops need to be in Germany to be upgraded to SS, just paratroops.

the manual is a volunteer effort from the players - so not exhaustive

which iraqi side might be a question and they are supply zero where as Para's are supply 1 if I recall correctly

Partisans need access at least to a rail depot in order to get 1 supply status.

Regular units lose steps if not in supply. Partisans don't lose steps. They only lose efficiency. So they can be a nuisance for quite some time. One reason partisans are set to 0 supply is that they then can't repair. They need to get to a supply source to be able to repair losses. Without such a rule it would become really bad for the Axis to deal with the partisans. They had to be killed asap or they would be repaired up to 10 steps. With supply level 1 or more they wouldn't drop in efficiency either.

Oh I'm not complaining about the way the rules have been implemented - this all sounds perfectly sensible to me, just wasn't what I was expecting from what I read in the manual

The manual can be misleading. It's usually not really up-to-date, although it's being updated from time to time :).

Yes, I'm starting to realise that (also see: viewtopic.php?f=18&t=48992 ), though it's still very useful!
