In today's game a unit of French infantry had moved into some rough woods so that half the bases were on the open and half were in the woods. I had a unit of jagers standing on a hill who could trace to the part of the unit that was in the open. Should the shooting have counted a - POA for cover or not? I felt not since they were only partly in cover and I could trace to the part in the open.
If my fire head to pass through three trees I would count it as cover.

Seems reasonable.
Re: shooting at partly in terrain
seams reasonable - as long as the whole unit could legally fire at the enemy in the open.

Actually, that was kind of the point at the time. Most of both units were in or in front of the woods. Just the tips of one flank were in the open. It seemed reasonable that the unit mostly in the woods would get the bonus since most of the enemy could not trace to the bit in the open. But I get it's a tough one as to where to draw the line.
Re: shooting at partly in terrain
Well I guess that the decision would be:
If you remove all of the parts of the enemy within the woods, could the enemy legally fire all its dice at the bit in the open. If not, then at least some of the dice should be considered to be at a -POA

the Jaegers on the hill could trace to the boys outside the woods. I felt it should be treated the same as you had mentioned in another thread about fighting combat with troops partially outside of terrain, where you said they counted as being in the open since those were the troops you would attack.

Re: shooting at partly in terrain
The only difference was how much enemy could trace. Before was all; this time was only a bit of one base. But it's probably not worth trying to track/judge each time. Was just a bit of an unusual situation.
