SS Unit Questions - bug or manual needs updating?

I've a few questions regarding SS units:

1) I was aware that paratroop units have to be in the "home" country to be converted, but the manual says nothing about this for elite SS units - however, the "Elite" button is greyed out for all my German units not in Germany, even when they're not adjacent to any enemy and at 5 supply and 10 steps strength - is this a bug or does the manual need correcting? It *is* winter, but the option *is* appearing for a unit in Germany. If it *is* meant to be the case that you can only convert a unit to SS in the home country (i.e. Germany), I wish I'd known that before moving some of my units :(

2) If a unit you wish to make SS already has gathered some experience, does it retain *all* of it's experience when converting i.e. does a unit with one experience level get 2 experience levels total after upgrading? Also, are all experience points gained (between levels) also retained?

3) Can you make German volunteer units SS (Spanish, Wiking, Croatian etc.)? This would make historical sense, as many volunteer units *were* basically SS units (not the Spanish Blue Division, though).

Lastly - what types of units are best to convert to SS?

Obviously they would make for really hard-hitting tanks, but ARM (especially SS ARM) units burn oil heavily, so may not be used every turn to conserve fuel, so may be a bit of a waste. Also, ARM are not the best units to attack cities and fortresses with, which is when you really need to concentrate the most power against a single objective. I was thinking that MECHs or INFs probably make the best SS units, neither of these get a penalty attacking (or defending) cities or fortresses, MECH's use less fuel than ARM and INF uses no fuel (but obviously are weaker and not as mobile). Perhaps MECHs early on, then INF late war, when oil is potentially more scarce?

To answer your last question. If you need assault units, armour is the best to convert, if you're defending mech is the best (yes, they use oil, but their other stats make them better defenders than foot infantry)

Although surely armour is not the best unit to assault cities and fortresses? Also - can units be converted to SS only in Germany? if so, why doesn't the manual say this?

BTW still seems like I can only convert units to SS in Germany itself - it's curious that manual doesn't mention this, but does for paratroopers.
