Air Units: does Mud/Winter penalty apply to target or base?

For air units, if their base and their target hex have different weather, which is used to determine the weather for combat? I'm assuming it's the target hex (only), though the air unit would be affected by any reduced spotting range etc. due to weather in their base hex. Is this true? Thanks

Base hex always determines air unit stats. You can see it where there is mud in Eastern Europe and fair in Central.

Okay, so if the air unit is in a clear hex and the target is in mud, you attack at full strength?

I assume this also applies to ground units that start in one weather hex, but move and attack in another, that they use their starting hex attack values?

no.

Just do some tests on the zones border and you will see how it works.

and presumably conversly if the air unit is in mud, but target hex is clear, you use the mud attack penalties?
