bug: Move after taking heavy damage unmobilized

One of my tanks was shot during my turn, it got heavy damage unmobilized, I was able to move it for the rest of my turn.

Also, it may have been already reported, but in the second campaign map there are some fortresses at the beginning for which the tooltip show as open terrain.
