POA's etc

Still cant get my head around POA's whereby one statement is about 'If no other net POA's otherwise...'

Can anyone put this into thick wargamer english please?

Also the Thracians - they have heavy weapons - fair enough - the rhomphiaia was a monster weapon. However, how come they do not count as impact foot - being a nasty little groups of drunken warband out for spoils...?

Work out if there are any other POAs on either side and if there are not (or they balance out so there are not) then this one kicks in.

That's because they are heavy weapon troops not "impact foot"

Essentially there are no troops that are impact foot and heavy weapons so what you are hoping for isn't going to happen.

Impact foot is the category for troops relying on a fierce charge probably acompanied by hurled missiles. Thracians with romphia are not noted for either of these atributes.
