Something about Field Training I just noticed

I started a new game with the Imperium and proceeded to apply my free Field Training promotions. Afterwards I noticed that my starting unit was still only rank 3, when it should have been 4. Because of the restriction you've placed that a promotion is not applied if the health is below a certain point, the last promotion didn't work. Yet I was still able to use it on the unit. If you're going to have that restriction, you should not allow the training to be used at all on a unit below a certain threshold. Or at least provide a warning message that it will have no effect. Otherwise the player could end up wasting the operation without realizing it.
