How do I add Cities!!?!

How do I add Cities!!?!

I open the editor, load ww2 map file, added a city with the correct nationality, saved as "test.map".
I load scenario 1939 and save it as "test.scn". The city is still there.
Test.map, Test.scn, and the Test txt file go to the appropriate folders.
I load the game, load my scenario, my new city isnt there.

I have tried loading ww2.map, and leaving it unchanged. Then loading 1939.scn, adding a city, then saving the scenario as test.scn. This doesnt work either.

I have added two cities with the same name, production level and nationality to both the .map file and .scn file. Nope.

I have spent three days trying to get this simplest of tests to work.
Please tell me what I am doing wrong.

In the same boat. Can't my added oilfields to show up. Map Editor is abyssmal -- if it was a third-party community thing, I wouldn't be complaining but from the developers themselves?

Really disappointed by the lack of polish in this game; no wonder they're just releasing the playable demo now.

You need to move the following files to the game folder structure and not the editor folder structure

From

C:\Program Files\CEAW Editor\Ceaw_mapeditor\data
test.map
test.scn
test_city_eng.txt

to

C:\Program Files\Commander - Europe at War\data\scenario folder:
test.map
test.scn

C:`Program Files\Commander - Europe at War\data folder:
test_city_eng.txt

I would not change the names of the modules and keep the original ones. That makes things easier. Just take a backup of ww2.map, ww2_city_eng.txt and 1939.scn Then make your changes to these original files.
