OK...do I read the rule correctly...actually, the glossary...that a coastline does NOT negate the threatened flank modifiers?

I understand that it might be a game thing, but it's not a realistic one. I'm not complaining, though! I just want to understand so we do things correctly.

You're correct, and it does seem a bit weird. Troops that can't setup within 12" of the side edge still can't setup within 12" of the side edge. Apparently there is some magical force field that stops it from happening.
