Deplete them with strategic bombers, keep them surrounded on three sides, the bomber counts as one on clear turns, then pick them apart with piecemeal attacks.
Infantry works well if you can catch them, lure them or force them into close terrain.

A good tactical bomber can get the job done as well quite easily but all methods mentioned before work fine as well.

I believe it would help to clarify the answer to the OPs specific question:

No, there is no single individual unit that can take out an "über"-strong enemy enemy "cheaply" (in terms of using up unit actions or using up only a few units of your own).

In fact, this is the entire foundation on which the success of Panzer General/Corps rests on, the fact that experienced well-equipped core units are unlikely to be wiped out by even a determined and focused enemy assault*! :)

*) and conversely the downfall of a game such as People's General, where the offensive capabilities of most units meant that you often could do nothing to save the one or two units targetted each turn by the AI; meaning that the entire "role-playing" element of growing and nurturing "hero units" was lost.

All above tips doesn't work against experienced human opponent who keeps always some supporting units nearby. Group of 1 elefant and 2 panzer IIINs is deadly combination.

Edit: But yeah spamming russian conscripts and strategic bombers are best way to slow them down but it also takes a lot of your valuable core slots.
