produced it, and nothing happened. It showed up in all the production
list of all of my cities regardless of how many times I produced it.

At this stage I had an economic victory and was continuing the game.
All other research and advancements I tried worked.

Similar thing, first Golden Age (before victory) went as planned, then it reappeared in the build list after it ended. Subsequent builds had no effect.
