How to limit the number of cities

Sorry, I have not bought the game. Just want to know one thing. In this game there is a chance to play one city (for all)? In Civilization 4 could prohibit build settlers (because of this there was little towns .. convenient). Maybe you can edit what some game files? Make a mini mod. For example, you can edit it in CoreUnits.xml (Fallen Enchantress) and prohibit build cities (but the protagonist can build an initial city).

Yap, you can just add producable="false" in Colonizer.xml.

Would you also need to disable the Colonization Fervor tech? or would disabling the production prevent the colonizer from spawning?

Inari, you probably don't know what I'm talking about if you haven't purchased the game yet, but Colonization Fervor is a tech that grants you a one-time free colonizer (which is the same thing as a settler).

Yeah, you would probably want to disable Colonization Fervor too (hidden="true" in Technologies/Colonization.xml), unless you want two cities max.
