continuing after a win

I won an economic victory but selected "continue" so I could test various military equipment
and strategies. Unfortunately, after the victory, the diplomatic screen said something to the
effect of "no diplomatic contact has been established", although the other factions were
indicated.

So, I could not declare war [although emp attack worked, I could not judge the results]. What is
the point of continuing after victory, then? And is there a workaround?

I can confirm this is true.

Only a faction who won can be interacted with, everyone else cannot.

Also, during a Military win condition, I noticed another strange concurrence: Though I had wiped out four of the factions and only one remained, the game dragged onward and I was not declared the winner even though my last opponent was extremely small by comparison.
