1.12 bugs and crashes

Couple Issues

1) When I started and first founded a city the tech tree was stuck/locked. It would show the research screen but not let me choose a tech. Reloading the game once changed nothing. Starting a new game caused the problem to repeat in that game. Restarting the entire game made the problem go away.

2) Had a crash when double clicking on the product area
