All,
When I take over a airfield, can I use it right away?
When I take over a town/city, I noticed I couldn't build units out of that town. Is there a point after I take it over where I am allowed to? And if so, is there something on the screen that signifies that?

You can start buying units in a freshly captured city 3 turns after you captured it. There is no indication in the UI for that as far i know.

The airfields can be used to refuel/re-arm immediately, if you park a plane next to an airfield and then capture it, the plane will already be refueled at the start of the next turn, if it it still yours.
For building/upgrading units, there is a delay, like Tarrak mentioned, it's the same for cities and airfields. You can build and/or upgrade units two turns after you capture the the airfield/city (so three if you count the turn you capture it on).
Example: Let's say you capture a city on turn 10. That turn (turn 10) and the following turn (turn 11) you cannot build a unit or upgrade anything there, but on turn 12 you can build a unit there or upgrade a unit. Please note that you can only do that if there is no enemy unit touching the city.

If you have an aircraft over an airfield then capture the airfield, you can resupply your aircraft in the same turn. If you move aircraft carriers under a plane you can also refuel them that turn as well. As with other units choosing to refuel prevents other actions that turn.
In the first case by choosing resupply you guarantee that you are full from that point on, and can also be useful if you have an empty plane and don't think you can hold the airfield after capturing it, or if you have a recon unit that can drop by on its way past, but you don't want to leave it there.
Immediate refuelling over a newly captured airfield or carrier would offer an advantage in scenarios where you go first when out of fuel or very low on ammo because it would avoid any "no fuel" initiative bonus and would allow you to fire back if attacked.
