This morning, my pc wants to upgrade to Windows 8.1, but tells me that before it can proceed, I have to remove the app 'Panzer Corps Grand Campaign MegaPack 39-45'.
Since I've just conquered Moscow in the '41 campaign, I don't want to lose my saved games.
What can I do to save my game and nevertheless upgrade to Windows 8.1 ?

Uninstalling the Panzer Corps application itself does not remove your save games. They are stored in different folder but when upgrading your Operating System it's best to take precaution and make a backup of your saved games and another important personal data as well. The windows update should not touch your personal data but better save then sorry.
On windows 8 the Panzer Corps data is stored in your user folder, usually C:\Users\<your username>\Documents\my games (replace <your username> with your actual user name on the computer). In there you should see a folder called "Panzer Corps". Just copy folder with all it's content to an extern hard drive or usb stick or cloud or another back up device of your choice. Now you have a backup of your save games and another Panzer Corps settings.
Another point worth mentioning here: if Windows uninstalls your Panzer Corps app during the upgrade you will have probably to reinstall it after the upgrade manually. Make sure you have your serial numbers and the installation files available. While you are doing backups it's best to make a backup of them as well.
Now after you finished your upgrade you will probably have to reinstall Panzer Coprs again from scratch. Then just start it and test if your settings and save games survived the upgrade. If yes congratulations you are done, if not all you need to do is to copy the "Panzer Corps" folder from your backup back to "C:\Users\<your username>\Documents\my games.

Thanks for the advice. What wonders me is that Windows don't talk about uninstalling 'Panzer Corps' as a whole, but only about uninstalling 'Panzer Corps Grand Campaign MegaPack 39-45'.
I hope the MegaPack will continue to function under Windows 8.1 ?

I don't own windows 8.1 nor windows 8 myself so i can't give you any first hand experience but it should run fine especially as the Grand Campaign is not making any changes to the PC engine. It's just a content pack. If the normal PC runs under windows 8.1 the DLC should as well.
The windows 8.1 upgrade is a bit strange anyway when it comes to uninstalling apps. I helped my father to upgrade his computer to windows 8.1 and it uninstalled some applications during the upgrade which was still running fine under 8.1 just after a simple reinstallation.
