Declare War
Sometimes I can't figure out how to declare war. Sometimes it's and option when you are chatting with a leader, but sometime it just doesn't exist. Even a turn or two after I've cancelled all trading pacts, research pacts, treaties, and the like, there still is no option to declare war (although if you get them mad enough, sometimes they declare war for you). Is there anything I'm missing, or is this just a bug? (what should the requirements for declaring war be?)

Ok, bumping because there seems to be a lot of interactions with other factions that aren't an option when they seem like they should be. It's not obviously a bug, but it sure looks like it.

There's a cool-down for most diplomatic actions.
You can't offer to trade maps with the same faction every turn. You have a cool-down for each faction individually. Same goes for offering other pact agreements.
You can't publicly praise or insult people every turn either. There is an overall cool-down meaning that once you praise someone (anyone), you can't do it again to anyone for a bit.
When you have a non-aggression pact with someone, you cannot declare war on them. You may end the pact, but you cannot declare war yet for a few turns because it's part of the non-aggression pact.
This is only confusing because none of the cool-down statuses are visible to the player (I'm not saying that they should be).

Idea: Perhaps when you are talking to someone in the diplomacy window, there should be a box at the bottom, side, or top that shows some status information. This would be displayed while you are talking to them.
Examples:
You are allied.
You have a trade pact.
You have a research pact.
You cannot declare war because XYZ.

Ok that makes sense. But yeah, there definitely should be something that lets you know how long after a non-agression pact ends until you can declare war. Once I moved all my units into position and broke the non-agression treaty, but I did it too soon because I had no idea how long I had to wait to declare war (I thought I could do it immediately).

When you go to offer a non-aggression pact, hover your cursor over it to reveal the tool-tip. It tells you how long after you end the pact that you cannot declare war. I just couldn't remember how long it was or I would have mentioned it.
I personally think that people should be able to go to war too soon after the pact is broken if they want. But there would be diplomatic consequences like other factions thinking less of you for breaking the treaty and/or being less willing to go into such pacts in the future. Obviously, in this mode, there would be a confirmation window when you declare war too early that explains this effect to the player.
