The effects of rain and snow

I had noticed for a while now that weather and terrain cap heroes bonuses as well as experience bonuses on initiative, fairly sure hero bonus was not capped before, I guess this changed with 1.20 patch? What I discovered yesterday was mass attack is also calculated before the cap in rain. I was trying to attack a panther in a city hex in the rain and the mass attack was subtracted from it's 11 ini then capped. This I don't like! I'd rather initiative heroes had an effect in the rain also though I can live without it and I would have thought experience would still have some effect though I can see why they have dismissed this one.

Hopefully that makes sense, I sometimes understand myself perfectly only to discover I've been talking gibberish! Would be interested to know if this is all as intended and the reasons why, also what others think on this minor issue.

I understand what you are saying. Weather and terrain do alter mechanics. I think what you are describing is more a close terrain effect than weather. But I am not expert in the subtleties of these mechanics. So in hopes a real expert will answer, I'll say that I'm curious, too.

This is the crux of my point. 90% of the mechanics for close terrain and weather work the same, except for infantry initiative and mass attack. If I attack a panther with infantry in close terrain calculations are done to the panther's initiative, then the cap is applied, then mass attack is applied. If I do this in close terrain and rain then the weather cap is applied at the very end negating all factors that influence initiative.

Basically mass attack has no effect in the rain. I probably should have called the thread Why doesn't mass attack work in the rain? Would still be interested to know if this is intended
