Game thinks the flight controllers are busy

I tried preparing a mission and it refused, saying the flight controllers were already scheduled for another mission. However, I only need 3 and I have 6 available. Just before this, I scheduled an X-15 flight mission, using only 4 of the 10 flight controllers. The rest aren't training or doing anything. The autosave is in the attachment, as well as an image of the message it shows whenever I try to schedule the mission.

There's a thread similar to this on the Matrix Games forum, but I couldn't reply to it for some reason.

have you tryed to wait a month? and make this mission again?

I know that's a possibility. I shouldn't have to do that, though, when I have more available flight controllers than I reportedly need.
