When the German manpower drops into the red, does it effect already existing units, or just the new ones you buy. And how does it effect existing units that are damaged and you repair them?

Hi. It affects new units, but not existing units unless you repair them. When you repair the existing units there is a chance they drop in quality level. It's more likely they drop in level if you repair many steps. The process works the other way around too if you get back to normal manpower levels. If you then repair a unit with a lower quality level it's a chance the quality will increase.
