Bug: Invisible Citizens

I have found a bug with citizen distribution.

The save game and logs are attached (by the way, why is pandorasave a forbidden filetype to upload?).
To reproduce, use the save havel_bug.

With this save, go to Havel's city view. Notice there are 2/2 miners. Select a miner to send to another job. Notice there are still 2/2 miners.

I don't really know what happened, I suspect the city had 3 miners when it lost a mineral tile, perhaps to the expansion of another city (can this happen?) or to the works of a former.
