We could have done better with a fuller glossary entry perhaps but the difference is
that in the glossary only 1 per X talks about per FULL X.
The entry for 1HP3 does not say per FULL X just X.
Its the full X vs X that is the difference - like integers in maths vs fractions.
So for the mathematically minded 1 per full x is effectively a round down, 1 per X is an exact figure that draws a line to go above or below.
Must confess we could have made it a bit clearer now I see what some of you are doing but I honestly never thought of it any other way than as above.
As with everything we will find little things to make clear as one only sees alternative interpretations when they hit a wide audience.
But at least we deal with them porperly as they come up.
