Does the Mixed Nationality Corps have to have 3 divisions each a different nationality? Or can it have, say, 3 Austrian + 1 Russian?

It can have a division or two from the allied lists. So Austria could draw from a Pruusian and Russian list, and still have 2 Austrian divisions. Just as an example.
The confusing part is the allied division list stating you can draw from one or two allied lists, and certain rules lists only allowing one division from a specific list of allies. Which takes precedent?
