Panzer Corp compatible with Win 8?

My old laptop died...the one with Panzer Corps, AK and all the DLCs. I cannot transfer the PC game files and all the DLCs to new laptop.
Can one re-download games and DLCs if one has original Matrix keycode purchase number (from 2011 or whenever)?
If no, is PC compatible on Win 8?

It is good to know that it is compatible with Windows 8 but do we need the download links if we have the physical CD for the game PanzerCorps Wehrmacht? I mean one the new OS is installed cant the game then be loaded from the disk?
