Are there any agreed conventions for allowing leeway in army points? i.e. 801 pts is ok or must it always =< 800 (or whatever the agreed points are).

It depends.
In a tournament I would expect it not to be allowed - there is a limit and that's it.
In a friendly game it is between you ard your opponent to sort it out between you. Personally I would be quite happy to face someone using +1pnt. If they win, it's because they had the extra advantage. If I win, it was superb generlaship - usual wargamer's logic.

For tournaments so far there has always been an upper point limit. It is not uncommon to find armies that are several points less than the limit being used because the spare points cannot be taken advantage of.
The problem is that if you allow 801 you will get someone else wanting 802 etc.
For a club game where you are knocking up an army quickly I would haev no problems if I ended up facing 805 or whatever but in a tournament a limit is a limit.

Well of course this is for tournaments only, but you have to draw the line somewhere. Being up to 10 points under the limit isn't likely to make any difference to the battle whatsoever. I don't think I have ever felt the need to field an army more than 10 points under the limit.
One team at a recent tournament turned out to have 155 points over the points limit (as they had forgotten to pay for their generals) yet were still in last place in the tournament when this was discovered on the 2nd day of the tournament!
