  Added:
  * New city growth options.
  
  Changed:
  * Reduced nuke power to 8, cooldown to 10.
  * Reduced black hole power to 64.
  * Wasteland pollution reduced to 1.
  * Can no longer sell buildings while takeover morale is in effect.
  * Minor faction tweaks.
  * Minor language tweaks.
  
  Fixed:
  * Fixed being able to sell multiple buildings per turn.
  * Fixed being able to select drop pod operation through the events list.
  * Fixed spectators being thrown out of the city screen when a city is updated.
  * Fixed casualties calculation for snipers.
  * Battle efficiency now takes into account reduced health when attacking with artillery or sniper weapons.
