How obvious is the AI Cheating?

Played quite a few games on this last update and the AI seems quite aggressive and quickly masses armies of infantry. I always play with Aggressive Xeno's at high since they should be attacking the AI as well as me. How is it that the AI can field infantry numbers at a couple dozen even before the mechanization era? Does the AI have an advantage at the medium setting? I like the added aggressiveness but it can be immersion breaking when you are being attacked by numbers that you know would be impossible for you to generate at the same developement/economic level. Might need to look at a slight re-balance.

The aliens always attack the AI as per medium alien aggression.
