Randomized Tech Tree

The jury is still out as far as I am concerned about the Randomized tech tree. Not sure why it's desired... but it's there and I'm working with it.

My issue is that on several games I was easily able to get the lvl 4 armor (Zortium molecules I think) before the level 3 armor shielding. They were staged within a tier or two of each other, and on two games I know of it was rendered obsolete before I got it.

Overall I'm not needing level 3 OR 4 armor... I general have progressed to level 5 armor (Gauss I think) before building 15 units in the other armor styles.
