Watchtower

The manual says that a Watchtower provides scouts to nearby armies. Does anyone know how near to a city with a watchtower an army needs to be to benefit in this way ? Also does it provide scouts to units that are raised in the city ?

I think it was to armies in the territory it was in but it is not documented and not in the data so there is no good way to check I'm afraid :(

I always found that watchtowers are only really usable when built in a defending city - but then it's also really useful. I usually try to focus on one front at a time, so when playing on hard it is vital to have all your enemy-borders protected (for example by capturing/establishing a forward city), get a medium fort, 5-6 garrisoned armies and then a watchtower. The watchtower lets you see basically all of their units, which can win you many battles without trouble even when you're outnumbered.
