I recently bought the iPad version of BA - just been getting my feet wet in the Western Desert campaign & had a quick question:
Seems players are able to select *any* mission from the beginning. I.e. there's no requirement to successfully complete prior ones before advancing. Is this the case for the additional campaigns or is there a setting to enable this?
I was really hoping for some kind of progression, even a simple linear one - gives much more of a sense of accomplishment & narrative in the single-player experience when you've got to achieve victory before moving on in the campaign, rather than just select whatever battle you want on a whim. Again maybe I'm missing a setting or something.

Some players would rather skip some boring missions and go on to other ones. While other are INCREDIBLY hard and are also skipped. It gives players freedom to choose what mission they would like. Now Carryover Campagins do however do what you discribe. The only offical one is the Market Garden DLC but rf900 has a desert carryover if you want to check it out

Sure, but most campaign/mission based games have a "campaign" mode and a "single mission" mode (with all the maps available) for either preference. Just off the top of my head Close Combat & Combat Mission implemented this without any trouble.
Honestly I'm a bit disappointed this wasn't an option - the main appeal of a campaign is that progression, even if it's the aforementioned linear one. I wouldn't even really consider this "pick any mission" approach to be a true campaign mode as advertised by the developers. For $19.99 (quite a bit for an iPad game) not to mention the price of each (non)campaign this is a bit of a drag.

Try Amaris's Little Stalingrad. There are others under construction. So you may have to wait a bit for future carryover campaigns.

From my limited experience with the game so far, the modders have done some fabulous work.

Me and Cavehobbit plan on Turing the MP Scheldt Campagin into a Carryover so hang on for a bit!
