Suppressed units firing

Why are units that are already suppressed still firing? I remember reading that units can fire a wild shot when they are suppressed and retreating but this is something different. This has ruined many thought out attacks.

I read somewhere that tanks when suppressed can still get a shot in their opponents turn but with less accuracy

Yeah I remember that too, but I thought it was when a tank was hit and fell below 50 morale and was retreating. Not when a unit has been in the negative already and you move on the unit and then it turns around and kills you. It's not just tanks but any motorized unit.
