Change definition of Victory?

Is it possible to make a player(both AI or person) to win only when the entire map is united?

Yes but you have to mod the files. I think it is data\tweaks.txt and you have to set the win% to 100.

I have tried this but it won't let me save the change without changing the name of the file. Any advice please ?

Could be because the file is in Program Files (I assume you are on Vista,W7, or W8). Simplest solution is to copy out the file, edit it, the when you go to copy back it should ask for permission.
