There are 3 independent clauses in the sentence, which is why they are all separated by commas. You could take out the 'but' and the 'and' and make 3 sentences.
1. "Fragmented troops cannot charge the enemy camp," This is the same as Page 65. Fragmented BGs can't charge.
2. "Light Foot can [charge the enemy camp]." This statement allows an exception to page 64 which restricts light foot BGs to charging only other skirmishers in open terrain.
3. "No troops have to take a CMT to do so." This statement allows any disrupted BG (including disrupted skirmishers) to charge a camp without the CMT normally required per page 65.
