Magically appearing units

The city of Jera, hex 27, 2. In the file Beta1.zip I am at the end of my turn. There is one unit in the city for me to attack next turn. In Beta2.zip you see the situation at the beginning of the next turn. There are now 5 units in the city. The original combat unit and 4 formers. At the end of the previous turn there were no formers near the city, but suddenly at the beginning of the next turn 4 former mysteriously appear in the city. I can understand one being there, but 4!!! Where did the come from? Can a city produce more than one unit in a turn?

Ok, I tried to add the zip files, but they are too big. Anyway, my basic question is still, can a city produce more than one unit in a turn? If not, where did the extra units come from?

Please email the save(s) to pandora@proxy-studios.com; to my knowledge a city can only produce 1 unit per turn.

OK, email came back saying the pandora@proxy-studios.com address doesn't exist.

Please try sending again.

Cities can produce multiple things per turn as long as there is enough production.

Why doesn't this apply then to purchasing units? I have plenty of credits to buy units, however I am limited to buying only one unit per turn. When I purchase a unit, all other units in the production que become unavailable for purchase, they are shaded out.

Yes, this is inconsistent and will get changed. It's flawed in the same way that someone could spawn armies out of thin air or quickly produce multiple cheap units to throw away in order to save time until reinforcements arrive.
