Lost Divisional Commanders

I think this is simple, but checking.

French Divisional lost in Austrian melee phase.
Austrian recovery phase no divisional is replaced.
French Command allocation. No command points from the Corps can be assigned to Divisional, because he doesn't exist. Correct?
Then the French recovery the new divisional is present. (obviously no brigadier available)

Correct - but only at the END of the recovery phase. He canot be used to recover a unit on the turn he reappers.
If there is a brigade commander who can be sacrificed he would appear at the start of the recover phase, and could be used to recover a unit.

Thanks. Assumed so, but it wasn't explicit or we couldn't find it explicit, but we deduced implicit in the allocation section.
