Finland troop's effective in severe winter

Will Finland troops suffer 20 points effective loss in severe winter in Russia ? I do remember all northern Europe troops won't effect by the severe winter . But in one of my present pbem , when severe winter comes , the Finland troops in Finland suffer nothing , but all Finland troops in Russia suffer 20 points effective loss . Is it a bug ?

I believe finnish troops suffer only initial effectiveness drop, but not -max effectiveness.
So they will regenerate normal value in couple of turns.

But anyway why Finnish troops suffer the initial effectiveness drop ? They are from Northern Europe where is colder than Russia & performed much better in winter in thwar with USSR in 1939 winter . The Russians won't suffer the loss ,why Finnish suffer ? I do still remember that the Finnish troops always suffer no drop in 1941 ,so I usually send them to the key position the against USSR's 1941 winter offense .

The Finns are not supposed to suffer any efficiency drop due to the severe winter.

I checked the code and saw that the exception for units from USSR, Finland, Norway and Sweden was only added for max morale and not the one time morale loss on the turn the severe winter hits.

I added code for this and the bug is therefore fixed in GS v3.00. Then Finnish units will not suffer any morale loss if stationed in Russian territory when the severe winter hits.
