0.16.0 AI not shooting back

I think there's a bug w/ AI. I have a bunch of colonial and assault troopers with sniper rifles. I shoot at them and hit, with no retaliation, as it should be on these weapons. However, on AI turn, they just let me sit there and do nothing. They don't attack me. Sometimes they will move unless in a city hex, but most times 2-3 sniper equipped troopers can take over an AI city with 4 - 8 (8 is most I've seen stacked) units, with most of them attack units, and I can just decimate them over a few turns without worrying if they will attack me back on their turn. It is like my units once sniper equipped just are flagged as no retaliation or no hit units.

Can use that same save game.

Nearly guaranteed win if I research to the sniper weapon, then to even steel plates and then mass produce troopers. The AI units will occasionally attack them, and so will the Xeno, but few and far between. WAY more than it should.

I've also not seen the Xeno's attacking the AI units - they might do it while in the fog of war, but for most part they just skirt on by, no matter what faction (will have to get a new save game for this, I believe that one has most the Xeno's wiped out already).
