Max LOD high: currently far right

LOD means how many tri's are used for the characters meshes, obviously if the camera if far away from a given mesh, then you dont want to use a larger number of polys for that character if it is only going to effect 1-2 pixels. I have a 3GHz CPU and 512mb RAM, and I have Max LOD on Highest and Min on Lowest. If you wish to max it out however, then whack both of Maximum. :D

Yes you can whack the min LOD (Level of Detail) up, but there is not much to gain. What happens is that models which are further from the camera are normally shown in less detail. Because they are further away they are smaller & you can't really notice the lower detail. If you whack up the min LOD the tiny men in the distance will be drawn with hundreds of polys. This could slow you down if there are enough of them in the distance. Have a play and see how it feels, but I doubt you'll get much from going beyond the middle setting for Min LOD.
