Overly Generous Heroes Assignment
I am being assigned a hero almost constantly after I modified my difficulty settings for DLC 1941. I set AI at 2, said keep original rules, kept difficulty at field marshall.
This is definitely not normal behavior. It is unbalancing the game since I am acquiring 5 or 6 heroes a turn. I am fully updated fyi.

I hope this can be resolved because I just abandoned playing the campaign I have played since 1939 because it is so unbalancing. I have a save file if slitherine would like to see. Quite out of control.

Are you sure you haven't installed any mod or changed any settings files? I tested the DLC 1941 under patch 1.20 and i am not receiving heroes at rapid speed and the problem seems to be not common or we would have more reports here. If you don't mind upload your save file here to th boards (you got to zip it first) and i take a look at it.

Something is definitively strange here. I have units with 241 kills receiving it's second hero while it should not be possible before 301 kills according to the settings in the coresponding gamerules.pzdat file
I guess Alex will have to take a look at it. I blindly guess it's some side effect of the bug causing the DLC's to ignore the advanced settings.

This bug is truly strange as it seems to be not reproducible. I quit the game, started it again with exactly the same settings and now it's working fine like it did before. Something strange is going on here.

Sounds like the presitge parameter setting may be looking at kill.
It's 400 and 800 so maybe it is looking at a 80% kill ratio and if that is correct there is a chance to reward a hero. .8 x 301 = 240.8 which it rounds up to 241. Then the AI rolls the dice for a chance to give you a hero.

The problem was severe and constant in that every time I got a kill (or maybe a hit) I got a leader awarded. Pretty much seemed like 100%. Became really quite laughable. So wasn't just that I was getting a few more... I was getting *every time*. I have a save file fyi.
I have worked around by restarting from end of prior scenario and then *not fooled around with campaign settings* before starting next scenario.
So wasn't just 'rolling the dice' and getting lucky it was constant.
