premature military victory

I *know* I'm going to win, but one faction still has about 6-7 bases left and they just give up? Kinda odd. They still have troops all over as well. Not sure if the AI pooped out and they ran out of food or their morale went and they just gave up. I'm of the state if you are in charge of a faction, even if you lose your last base, if you have a unit left that can take a base, you're still in the game.

I believe the military victory condition is controlling 75% of the population.

It is not a matter of giving up, once you get 75%, you win!
