This was changed to make overstrengthing more costly and situational. Now the proper order is to first upgrade the unit then overstrength it. If it already is overstregth from a mission before you need to make a decision if you want to upgrade or keep the overstrength.• Gameplay

Sorry kind of forgot this question. The changes obviously won't work when you reload a saved game instantly but there is no need to restart a whole campaign.
