Paratroops? What Paratroops?

Something I have noticed that even when you start in control of Allied airfields, there never seem to be any available planes for my paratroops in most scenarios. In Panzer Korps air transports (3 or 3, usually) are almost always available. Is this intentional?

OK, why the hell cant I use paratroops any more - even if I buy them, even if start them on an open airfield THERE ARE NO PLANES AVAILABLE in almost all scenarios. Compare to Panzer Korps, where I almost always had Paras and plane to use. What gives?

(note: Some scenarios have Paras allocated at the start, and can use those)

In which particular scenario you cannot load paratrooper?

All of them so far. I even used the "Air 2" cheat and I still had no planes available. I am slogging my way through Market Garden right now.
