When Does Military Victory Happen

Attached is my saved game file. I have conquered all factions but one. According to the Military Victory score I am at 99%. I have been there now for about 15 turns. What does it take for the Military Victory to kick in?

Should be when you reach 100%, the Military Victory score is going to be showing how far until you actually win (Rather than showing your % control)
