Building units

Attached is my save game file. When building a unit, the counter as to how many turns left until the unit is completed does not work. The unit is completed in the correct number of turns, but the counter does not change. An example: I build a seeker unit, the number of turns to complete is 5. The counter never changes from 5, but after 5 turns the unit is completed. If I build something such as a cultivation facility, the counter goes down with each turn until completed.
